Ethics and Regulation : Shanghai Minxing Jingfang (上海闵行警方) Police solved an AI virtual persona online fraud case in which a woman in her sixties surnamed Yu, born in 1961 with only a high school education, used AI technology to package a virtual elite persona of a “92-year-old female vice president of a top-tier hospital” and defrauded citizen Zhao of 170,000 yuan under the pretext of online dating and resource connection. She was ultimately exposed due to voice flaws detected during phone calls and the verification that her hospital employment information was false. Criminal coercive measures have been taken against the suspects involved. Zhejiang Yuyao Jingfang (浙江余姚警方) Authorities cracked down on a case of using AI technology to mass-produce obscene materials for profit, in which Zheng and five other developers built an overseas AI application OchatAI _ bot (OchatAI_bot), bypassed model safety protections by rewriting prompts, and continuously iterated obscene image generation functions. To regulate minors’ online use, Cyberspace Administration of China released the “State Council Regulation on Protecting the Healthy and Safe Online Use by Minors (Draft for Public Comment),” which explicitly prohibits online service providers from offering minors virtual kinship, virtual companions, and other virtual intimate relationship services, and requires platforms not to set up algorithmic models that induce emotional dependence and addiction.
