A project of the company was selected for the 2025 metaverse typical-case list published jointly by the Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Culture and Tourism and the National Radio and Television Administration. Its public work is described as 数字人+文旅 — digital humans placed into cultural-tourism settings — and includes material drawn from the Forbidden City and the Qianlong emperor, which puts it alongside the historical-figure deployments that recur wherever a heritage site wants a face to speak for it.

The clearest signal of what the company thinks it is doing comes from its own Weibo presence. It runs two verified accounts: 中传文旅官博, under the registered name, and a second called 文旅中国元宇宙应用场景 — “cultural tourism China metaverse application scenarios” — verified to the same legal person. A company that names an account after its application scenarios rather than its products is describing itself as an integrator, and that is the position taken here.

It was also on Beijing’s 2024 cultural-industry rent-subsidy list, which is a small detail and a useful one: it places the company in the municipal cultural-industry support system rather than the technology one.

The fact that reframes this record is its ownership: Zhongchuan Wenlu is a subsidiary of China Culture Media Group (中国文化传媒集团), and it is the company behind the Nvwa Plan (女娲计划), announced on 19 October 2023 at the Second Ecosystem Conference of Cultural Tourism China Metaverse. The plan proposed one hundred digital human IPs drawn from Chinese cultural heritage and intended for circulation abroad, named for the goddess who shaped humanity from clay. This site already carries an essay on what became of it. So the company is not a general cultural-tourism developer that happens to use digital humans; it is the state-owned-enterprise subsidiary that proposed building a hundred of them, and its record should be read against its parent’s.

One caution for anyone searching it: the 中传 family is crowded. 中传文创, 中传华夏 and 中传建信文旅 all appear in the same results and are different legal persons.
