Yunnan Tengyun (云南腾云信息产业有限公司) was established on 26 December 2017 and is registered on the sixth floor of the Kungang Technology Building, Huancheng South Road, in Kunming’s Xishan District, with registered capital of 100 million yuan and 方腾飞 as legal representative. It was formed jointly by Tencent (腾讯), 云南省投资控股集团 and 云南省交通投资建设集团 to build and operate the province’s smart tourism programme.
Its position is as a platform carrier: it moves other parties’ digital humans rather than buying any, and it makes no claim to build them. It operates 一部手机游云南 (One Phone Travel Yunnan), delivered as one data centre and two platforms — a tourism big-data centre, a management platform, and the 游云南 app and mini-programme.
The platform carried no virtual human technology at launch and later became the deployment substrate for the province’s AI digital humans. Tengyun also developed, with Tencent, what was described as China’s first provincial-level tourism-destination large-language-model application scenario.
