The Department of Culture and Tourism of Xinjiang Uygur Autonomous Region (新疆维吾尔自治区文化和旅游厅), at 143 Jinyin Road in Urumqi’s Tianshan district, is the Xinjiang regional government department for culture, cultural heritage and tourism.
On 13 June 2023 in Kashgar, at the awards and launch event of the “Chuang Qingchun” (创青春) China Youth Cultural Tourism Creative Design Competition, which it co-hosted with the Communist Youth League, the Ministry of Culture and Tourism’s Industry Development Department and China Everbright Group, the organisers unveiled a Xinjiang “virtual digital human” among the competition’s results. Its November 2023 Xinjiang digital cultural tourism training course in Urumqi included a module on virtual digital human applications for information platforms. Its “Travel Xinjiang” (游新疆) platform, run by its Tourism Publicity and Promotion Center, offered a Xinjiang Unicom AIGC digital human experience at the 19th Xinjiang Winter Tourism Industry Expo in November 2025.
