Xining Chengzhong District Human Resources and Social Security Bureau (西宁市城中区人力资源和社会保障局) is the district labor authority in Xining, Qinghai, that operates the province’s first and most sustained AI digital human job-livestream service. Measured deployments include a green-computing industry talent session in March 2025 covered by the Qinghai provincial government portal, an October 2025 evening graduate-recruitment broadcast that drew 13,000 viewers and 145 online resumes (People’s Daily Online), a 2026 cross-region summer event whose AI livestream reached 24,000 views (CNR), and themed zero-hour-work sessions for culture-tourism and catering employers; a September 2026 entrepreneurship recruitment event’s AI livestream job placement reached 240,000 viewings in one evening.
