Xiaoshui Intelligence (北京烽火万家科技有限公司) sells digital humans as a telecom-adjacent product: an all-in-one machine that runs one, and a video ringback tone that is one. It trades under the brand 小水智能 and describes itself as an AI agent platform for vertical industries, offering API and SDK access on a PaaS and SaaS model.
It was incorporated in March 2013, its legal representative is Zheng Changshui (郑长水), registered capital is 13.6 million yuan, and it is recognised as both a national and a Zhongguancun high-technology enterprise. Its technical base spans communications, speech processing and recognition, visual analysis, AIoT and brain-computer interaction.
Four independent lines of evidence place it in the digital human chain, and they matter because its own product catalogue does not lead with digital humans — the front of the site sells AI children’s watches, AI learning machines, 5G mobile WiFi and AI ringback tones, which is what a shallow reading of it finds. In August 2023 Xinhua interviewed chief executive Sun Xuefeng (孙雪峰) at the twenty-second China Internet Conference specifically as a figure in the digital human industry, on the question of why development and customisation costs deter companies from commissioning one. In December 2023 China Daily covered the company’s appearance at Baidu’s WAVE SUMMIT developer conference around its 5G large-model digital human all-in-one machine (5G大模型数字人一体机). In March 2024 it took a mobile-media technology innovation award at the eleventh China Network Audio-Visual Conference for an AI digital human ringback tone product.
The fourth is the most useful for placing it. In July 2023 it became one of the co-initiating lead enterprises of the China Digital Human Pilot Programme (中国数字人领航计划), alongside China Search, Xinhua Net, China Unicom Online, the 263 group, the China Academy of Information and Communications Technology, Migu Culture Technology (咪咕文化科技有限公司) and Sichuan Telecom. That is a roster of carriers and state media, and the company’s place on it — as a technology contributor rather than a distributor — is consistent with the product line: it supplies the digital human into channels other people own.
A WeChat survey settles the sizing question the other way from most candidates here: roughly 240 articles, with the first page almost entirely digital human material from independent accounts. It names further products — 5G来电秘书, 数字人名片 and the 数字人一体机 — and a smart-water agent called 龙小水 built with Huawei Cloud’s 3D digital human rendering. GSMA’s coverage of the 2023 Wuzhen exhibition lists its AI interactive digital human product series and describes it as a strategic partner of China Mobile, China Telecom’s IoT arm and Hikvision, which is the clearest statement of where its digital humans actually go. Its own account describes the company as focused on the full-scenario intelligent interactive digital human track.
It also co-drafted GB/T 45993—2025 《元宇宙参考架构》, China’s first national metaverse standard, one of more than thirty research and industry bodies led by the China Electronics Standardization Institute and including Tsinghua University, Peking University, ZTE, China Unicom and Baidu.
This record was nearly not written. It was held in August 2026 on a note recording that the company’s site sells an agent middle platform, children’s watches and 5G WiFi with no digital human — an accurate description of one page and a wrong conclusion about the company. The four cases above were all in reach of a single search. The lesson is filed rather than smoothed over: a product catalogue is a snapshot of what a company is selling this quarter, and it is weaker evidence of what a company does than four independent parties describing it.
