The World Digital Education Conference (世界数字教育大会) is an annual State Council-approved convening staged by the Ministry of Education together with the government of whichever province hosts that edition. It rotates rather than sitting in one city — the 2025 edition ran in Wuhan and the 2026 edition in Hangzhou on 11–13 May, co-hosted with the Zhejiang Provincial People’s Government under the theme “AI + education: transformation, development, governance” (人工智能+教育:变革 发展 治理). Because the month and the city both move between editions, neither is recorded here as a fixed property of the event.
Its significance to digital humans is that it is where the education digital human (教育数字人) is handled as a recognised category of state education infrastructure rather than as a vendor demonstration. The 2025 Wuhan edition was co-organised by the National Centre for Educational Technology (中央电化教育馆) with the Wuhan Municipal Education Bureau and Central China Normal University (华中师范大学), and carried educational digital humans as a named thematic strand; the Centre has separately explored generative-AI teacher digital humans aimed at regions facing teacher shortages, and runs the teacher AI application case collection in which schools submit projects built around teaching digital humans. At the 2026 edition the Yuanchuang Future AI Education Platform (猿创未来人工智能教育平台) was integrated into the national primary and secondary smart education platform with an AI digital human capability in its teacher-facing module, and the Zhengzhou Airport Economic Comprehensive Experimental Zone demonstrated its education digital human Gang Xiaozhi (港小智). Provincial submissions have taken the same shape: Heilongjiang’s i-MOOC production agent, built on DeepSeek (深度求索), provides digital-avatar lecturing and multilingual synthesis inside a smart MOOC framework.
