Tianjin Jingyan Technology (天津鲸言科技有限公司), operating under the brand 鲸言创益, is a sign-language AI company whose data and recognition stack feed sign-language digital humans across some of China’s most visible deployments. The team originated in the “deaf-hearing integration” research group formed by Tianjin University of Technology’s Technical College for the Deaf and its computer science school; the company, incorporated on 15 October 2018 in the Tianjin Binhai high-tech zone and renamed from Tianjin Tongyu Technology Development (天津桐屿科技发展有限公司) in February 2022, holds gazelle-enterprise and technology-SME designations under legal representative Yang Xiuying (杨秀英).
Its position in the digital human chain is as a supplier. For the 2022 Beijing Winter Olympics the team provided AI sign-language corpus support for CCTV’s sign-language digital anchor. Baidu names Tianjin University of Technology and Jingyan as the partners with which it built the Baidu Smart Cloud Xiling (曦灵) AI sign-language platform and a two-way sign-language translation device. In 2025 a collaboration with Kuaishou used the company’s 500,000-entry sign-language database, AI recognition and a digital human to let a deaf livestreamer speak to hearing viewers through her own digital likeness — work that won a Golden Pupil award. The company also builds what the Wuhan data administration describes as the world’s largest high-quality sign-language training-data platform, the resource behind sign-language digital humans and smart service terminals, and its desktop sign-language translation devices entered service at Guangzhou Baiyun International Airport in December 2025.
