Sichuan Radio and Television (四川广播电视台) is the provincial broadcaster of Sichuan and one of the earlier broadcast adopters of digital human production, with deployments spanning news, international communication and its own restoration technology. Its flagship digital human IP is the digital panda anchor Panda Bebe (熊猫贝贝), created for the Panda Observation (熊猫观察) program as China’s first digital panda virtual anchor and the core of the first Chinese-English dual-broadcast virtual-real hybrid program; the character presents in Mandarin, English and Sichuan dialect and carries international-communication assignments, with global readership reported above one billion. Digital human anchors also joined the broadcaster’s flagship Sichuan News Network (四川新闻联播) bulletin during the 2024 and 2025 Two Sessions, delivering one-minute daily digests. On the technology side, its self-developed human-image restoration interactive system HumanRebuild.ver3 won a third prize in the fourth national radio-television AI application innovation competition run by the National Radio and Television Administration, and the AI-restored digital human of Tang-dynasty poet Chen Zi’ang (陈子昂) debuted at the Chen Zi’ang Poetry Award ceremony in Chengdu in April 2024, as reported by China News Service. A 2025 paper in Radio & TV Broadcast Engineering (广播与电视技术) documents the broadcaster’s dual live-driven and algorithm-driven virtual-human production lines. In June 2026 it established the subsidiary Sichuan Guancha Zhimei Technology (四川观察智媒科技有限公司) to build full-scenario virtual digital humans on a self-developed large model for its Sichuan Guancha (四川观察) new-media platform, and in January 2026 it was described as co-developing the Zaxika’s Meiduo (《扎溪卡的梅朵》) children’s picture-book cultural-assistance project, which links an AI digital human Meiduo (梅朵) to science-popularization cultural-creative development.
