The Shanxi Provincial Department of Culture and Tourism (山西省文化和旅游厅) is the Shanxi provincial government department for culture and tourism, led by Director Wang Aiqin (王爱琴).
On 21 March 2023, at the 2023 Digital Culture and Tourism Brand Innovation Conference in Taiyuan, which it hosted with the Taiyuan government under the guidance of the Ministry of Culture and Tourism’s Resource Development Department, it introduced Qingniao (青鸟), Shanxi’s first hyper-realistic virtual digital human, as its virtual tourism “star promoter”. Modelled on the small bird on the back of the Shanxi Museum’s Jin Marquis bird-shaped zun, Qingniao was built by Shanxi Zhisheng Media, with Shiyou Technology credited as co-builder. A multimodal all-in-one kiosk carrying Qingniao has since been a centrepiece of the department’s exhibition stands, and “Virtual digital human Qingniao empowering cultural tourism” was one of two Shanxi entries among the national 2025 metaverse typical cases. The department’s provincial digital cultural tourism innovation cases, first released in August 2024, include a 3D hyper-realistic Hua Mulan digital human.
