That listing is the record’s foundation and it is worth being precise about what it says. The 2025 Metaverse Typical Cases (2025年元宇宙典型案例) catalogue, published jointly by the Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Culture and Tourism and the National Radio and Television Administration, selected 193 projects across four categories. Pengfei’s entry, 讲解/培训数字人, sits in the first category — typical digital human cases — rather than among the product or park cases, which is the distinction that admits it. Shanxi contributed two entries in total, the other being Zhisheng Media’s virtual human Qingniao (青鸟) for cultural tourism.
The digital human itself runs on what the provincial government describes as an AI and metaverse perception-interaction platform, with speech interaction, knowledge explanation and scenario training. It is used for pre-job training, equipment explanation and process demonstration — an industrial trainer rather than a public-facing character, deployed inside a workforce of more than ten thousand. Provincial and trade coverage frames the return in cost terms: replacing trainer time in a business where onboarding is continuous and the equipment is dangerous.
This record classes the group as a customer, because digital humans are part of what it operates rather than what it sells.
