The Shanghai Municipal Administration of Culture and Tourism (上海市文化和旅游局) is the Shanghai municipal government department for culture, tourism, cultural heritage and performance and broadcasting licensing.
Since late 2023 its government service centre has used a “digital human assistant” (数字人帮办) under Shanghai’s One-Network Unified Government Service to guide applicants through high-frequency procedures such as broadcasting licences, cultural relic repair approvals, performance brokerage registration and tour guide certificates. In June 2023 it issued the Shanghai Action Plan for Building a New Track for the Culture-Tourism Metaverse (2023–2025) (沪文旅发〔2023〕88号), which names digital human applications among its priority technologies. In 2025 it joined the municipal Economic and Information Technology Commission and other departments in the city’s third open-competition call for major metaverse application scenarios, which included custom IP digital humans, and in March 2026 it called for “AI + Culture and Tourism” pilot projects naming drones, robots and digital humans as service tools.
