The Shaanxi Provincial Department of Culture and Tourism (陕西省文化和旅游厅), at 15 Chang’an North Road in Xi’an’s Beilin district, is the Shaanxi provincial government department for culture and tourism, a portfolio that includes the Terracotta Warriors and Mount Hua.

In April 2023 it and the Weinan municipal government hosted the Shaanxi Digital Cultural Tourism Integration Development Forum at Mount Hua, where the Huashan scenic area unveiled its digital human Chen Xiaoxiang (沉小香) and its “Huashan Lingjing” metaverse launch hall; deputy inspector Qiu Xuanluo (邱轩洛) spoke for the department. The department co-organised the 2025 China Library Annual Conference in Yulin, which showcased a “Yulin Tourism Recommendation Officer” digital human built on a self-developed AI cultural-tourism large model, with motifs of cave dwellings and books, that talks with visitors in real time.
