The Qinghai Provincial Department of Culture and Tourism (青海省文化和旅游厅) is the Qinghai provincial government department for culture, tourism and cultural heritage, based in Xining.

For the 2025 Qinghai Cultural Tourism Festival it built a “digital-intelligence cultural tourism experience hall” on Xining’s Xinning Square (19–23 May 2025), whose sections included “AI digital humans to read with you”. Its 2025 government procurement intentions include a self-drive smart tourism map on Baidu Maps that offers a personalised digital human companion for guided commentary along the route. Its September–October 2025 cultural tourism carnival included AI digital human short videos of the Qinghai Provincial Museum’s relics in “ancient and modern dialogue”. With China Unicom it built the Qinghai Digital Culture-Tourism Big Data Platform, recognised in the 2024 “Data Elements ×” competition, and its information centre, also the Qinghai Ethnic-Language Animation Development Center (青海省民族语动漫发展中心), translates and produces ethnic-language animation.
