The Ningxia Hui Autonomous Region Department of Culture and Tourism (宁夏回族自治区文化和旅游厅), at 375 Beijing East Road in Yinchuan’s Xingqing district, is the Ningxia regional government department for culture and tourism.

At regional winter-tourism promotions it has used a “presenter plus digital human” format, as in November 2024, when it laid out winter Ningxia in five colours with a live presenter and a digital human introducing winter tourism products and routes. Its “Yuanyou Ningxia” (元游宁夏) metaverse cultural tourism platform, officially released on 25 October 2023 around the “Ningxia Twenty-One Scenic Spots” theme and built under its guidance by Ningxia Shengtiancai Digital Technology (宁夏盛天彩数字科技股份有限公司), bundles VR, AR, naked-eye 3D and digital human products; by the end of 2024 it carried 15 digital scenic areas. It paired its “Magical Ningxia” (神奇宁夏) Douyin account with the virtual influencer Tianyu (天妤) for a Mid-Autumn co-creation, and a digital human recounted Ningxia’s history at the May 2025 founding of the Beijing–Ningxia tourism alliance.
