New H3C Big Data (新华三大数据技术有限公司) was established on 31 March 2017 and is registered in the Zhengzhou High-tech Industrial Development Zone, at Building B18 of the Zongbu Daguan complex on Duying Street. Its legal representative is 于英涛, who heads New H3C Group, which is what ties this Zhengzhou entity to the national networking and IT company rather than to a similarly named local firm. Its business runs to big-data collection, analysis and operation, computer product systems integration and network security.
Its position in the digital human value chain is as a producer building for government buyers. In March 2024 it deployed the government-services digital human Gao Xiaoxin (高小新) at the Smart City Experiment Field in Zhengzhou’s High-tech Zone. The character runs on New H3C’s own Linseer private-domain large model and integrates more than 1.3 million data entries, capable of processing more than a million governance events — which made it among the most data-rich government digital humans deployed in Henan at that time.
