Chinese companies under U.S. restrictions

The logic of these U.S. restrictions is risk containment rather than automatic punishment of every company in a corporate family, though that principle has been the contested part of the framework rather than the settled part. Different agencies use different legal tools for different kinds of risk, and the legal effect depends entirely on which list is involved. Designation under one implies nothing about the others.

The Department of Commerce’s BIS Entity List restricts exports, reexports, and in-country transfers of specified items to listed parties on national security or foreign policy grounds. The FCC Covered List identifies communications equipment and services found to pose an unacceptable risk to U.S. national security, in some cases only for specified end uses. Treasury’s NS-CMIC List does not impose full blocking sanctions; instead it bars U.S. persons from transacting in the publicly traded securities of listed Chinese military-industrial and surveillance-sector companies. The Section 1260H list, published by the Department of War (formerly Defense), is different again. It is an identification list of Chinese military companies operating directly or indirectly in the United States, carrying defense procurement consequences rather than general sanctions or a government-wide contracting ban.

Because these lists serve different legal purposes, there is no single master list of Chinese technology companies under U.S. restrictions. To verify a company’s status properly, you must check the specific list or lists that apply.

  5. Hangzhou Hikvision Digital Technology Co., Ltd. — BIS Entity List; Treasury NS-CMIC List; FCC Covered List (limited to public safety, government facility, and critical infrastructure security uses); DoW Section 1260H list.
  6. Huawei Technologies Co., Ltd. — BIS Entity List; Treasury NS-CMIC List; FCC Covered List; DoW Section 1260H list (as a subsidiary of Huawei Investment & Holding Co., Ltd.).
  7. iFLYTEK Co., Ltd. — BIS Entity List.
  8. Inspur Group Co., Ltd. — BIS Entity List (parent listed March 2023; six subsidiaries added March 2025 with Footnote 4); Treasury NS-CMIC List; DoW Section 1260H list.
  9. SenseTime Group Limited — BIS Entity List; Treasury NS-CMIC List; DoW Section 1260H list (listed there as SenseTime Group, Inc.).

Statuses verified against BIS, OFAC, FCC, and Department of War primary sources on 31 July 2026. These lists are maintained by different agencies on different schedules and each company’s status must be checked against each applicable list directly: the Section 1260H list is revised at least annually and was last expanded on 8 June 2026, while the Entity List changes several times a year. Note also that the BIS Affiliates Rule, which extends Entity List controls to entities 50 percent or more owned by listed parties, is suspended until 9 November 2026 and reimposes automatically thereafter, altering subsidiary exposure without any change to the listings above.
