Kunming Information Port (昆明信息港) is the municipal news portal for Kunming, operated by 昆明信息港传媒有限责任公司, a wholly state-owned company (有限责任公司(国有独资)) registered in Kunming in March 2009 and chaired by 答智泉. It grew out of the earlier 彩龙中国网 and still runs the 彩龙社区 forum at clzg.cn, described as Yunnan’s licensed local-life community. It carries news, government services, tourism and community content for the city and for Yunnan more widely.

It is a producer and carrier of synthetic-presenter formats, and it names its digital humans. Its legal-education video column Rule of Law e-Station (法治e站) is hosted by the digital human Xiao e (小e), which walks viewers through concrete consumer-risk scenarios; it has showcased a digital human named Xiao Ming (小明) among its frontier-technology deployments, and Yunnan anti-drug outreach built around the AI personas Qingqing (青青) and Lulu (鹭鹭). It has also used a digital human anchor for legislative coverage, treating synthetic presenters as regular hosts rather than one-off demonstrations.

Its work extends to capture as well as presentation: it has described intangible-cultural-heritage digitisation in which dancers’ movements are recorded as precise skeletal data and used to generate an interactive, teachable digital-human model.
