The Hunan Provincial Department of Culture and Tourism (湖南省文化和旅游厅), at 238 Shidai Yangguang Avenue in Changsha’s Yuhua district, is the Hunan provincial government department for culture, tourism and intangible cultural heritage.
At the 18th China (Shenzhen) International Cultural Industries Fair in December 2022 it launched its first digital virtual human, Xiang Xiaomei (湘小妹), as Hunan’s cultural-tourism promoter: built with 3D modelling, speech synthesis, motion capture and algorithmic driving, and given a persona as a 21-year-old born at the foot of Yuelu Mountain, she led visitors through the province’s “five name cards”, digital relics, intangible-heritage products and red tourism, alongside naked-eye 3D films of Zhangjiajie, Shaoshan, Changsha, Mount Heng and the Chengtoushan site. At the opening gala of the 3rd Hunan Tourism Development Conference in Hengyang in September 2024, the conference mascot Huo Chuquan (火出圈) appeared as an AI digital human, with technical support from Shiyou Technology, interacting live with the presenters and introducing three recommended Hengyang tourism routes.
