The Henan Provincial Department of Culture and Tourism (河南省文化和旅游厅), at 10 Weier Road in Zhengzhou’s Jinshui district, is the Henan provincial government department for culture and tourism, led by Party Secretary and Director Huang Dongsheng (黄东升).
It has used digital humans under its “Walking Henan, Reading China” (行走河南·读懂中国) brand: a digital Fu Hao hosted a September 2024 promotion, and its November 2024 Henan Digital Cultural Tourism Achievements Exhibition in Luoyang showed a Fu Hao digital human alongside VR and immersive installations. Its metaverse space Wenlü Yu Yuzhou (文旅元豫宙), unveiled in August 2023 and gathering ten provincial cultural IPs, won a gold prize for virtual scene design at the 2023 TopDigital awards. On China Tourism Day, 20 May 2025, deputy director Zhou Yaoxia (周耀霞) attended the launch at Hangu Pass of the Laozi digital human, built by SenseTime with Sanmenxia Cultural Tourism Group and the Lingbao government. In August 2024 the provincial Intangible Cultural Heritage Protection and Smartization Center launched the Henan Intangible Cultural Heritage Digital Human (河南非遗数字人), and in March 2026 the department called for “AI + Culture and Tourism” application scenarios naming digital humans alongside drones and robots.
