The Hebei Provincial Department of Culture and Tourism (河北省文化和旅游厅), based in Shijiazhuang, is the Hebei provincial government department for culture and tourism, led by Party Secretary and Director Zhao Bing (赵兵).
With China Unicom it built the provincial Culture and Tourism Digital Management Service Platform, which won first prize in the Hebei round of the 2024 “Data Elements ×” competition. With the provincial data bureau it runs the annual Hebei Cultural and Tourism Digital Innovation Practice Cases; the 2025 round included the Zuoyou Mountain Valley AI digital science museum in Qinhuangdao, where visitors talk with AI digital humans of scientists such as Qian Xuesen and Yuan Longping, and the Hebei Provincial Library’s AI digital human service. The 13 excellent cases it released on 23 September 2026 included “Ji Xiaoyou” (冀小游), the AI digital human of the Beijing-Tianjin-Hebei joint scenic-area ticket’s “Leyou Jing-Jin-Ji” (乐游京津冀一码通) platform, which uses a large model for questions, itinerary planning and ticket booking; the department guides that joint ticket with the Beijing and Tianjin culture and tourism bureaus.
