The Hangzhou Municipal Bureau of Culture, Radio, Television and Tourism (杭州市文化广电旅游局) is the Hangzhou city government department for culture, broadcasting and tourism.
It runs Hangxiaoyi (杭小忆), billed as China’s first city-level cultural-tourism agent, whose persona is a Jiangnan girl named after Bai Juyi’s line “of Jiangnan memories, Hangzhou is the fondest”. Launched on Alipay on 26 September 2024, it is called up by tapping its blue tags at more than 40,000 service points across the city’s A-grade scenic areas, hotels, tourist information points and shopping districts, or by searching for it in Alipay or WeChat, and helps with directions, hotel bookings, scenic-area guiding and coupons. It served more than 450,000 visitors on 1 and 2 October 2024 and more than 2.5 million by December 2024, has run on DeepSeek-R1 since 1 March 2025, and in February 2026 gained a cultural-market enforcement figure, Wendun (文盾).
