The Guangzhou Municipal Bureau of Industry and Information Technology (广州市工业和信息化局) operates Sui Xiaoxin (穗小信), described at its April 2025 launch as Guangdong’s first industry-and-IT policy digital human. Built by Quwan Technology (趣丸科技) and unveiled on 25 April 2025 at a dedicated policy digital human conference held at China Telecom’s Guangdong headquarters, Sui Xiaoxin combines AI large-language-model policy interpretation with an AI government-service query assistant, reachable through its own WeChat mini-program and the “Guangzhou Gongxin” (广州工信) official account. Through 2025 and 2026 the bureau took the digital human on the road under a “Sui Xiaoxin enters the cluster” programme, interpreting policy for more than 150 enterprises at industry-connection events across Huangpu, Panyu and other districts. Sui Xiaoxin has its own Baidu Baike entry, and the launch was covered by Xinhua as Guangdong’s first policy digital human of its kind.
