The Fujian Provincial Department of Culture and Tourism (福建省文化和旅游厅), at 76 Dongshui Road in Fuzhou, is the Fujian provincial government department for culture and tourism, led by Party Secretary and Director Zhang Yuansheng (张源生).
Since 2023, with Fujian Mobile and Migu Xinkong, it has launched the Fujian cultural-tourism digital humans Fuduoduo (福多多) and Xiao Fuduoduo (小福多多). Xiao Fuduoduo appeared at the 7th Digital China Summit in Fuzhou in May 2024 and at the province’s 2024 summer tourism launch in Pingtan, and was upgraded before the 8th summit into a trilingual (Mandarin, English, Cantonese) AI promoter driven by a large language model; a 3D children’s version serves as an AI customer-service digital human at the Fujian Provincial Children’s Library. The department’s July 2025 call for digital cultural tourism application projects put cultural-tourism digital humans first among the applications it would support, and in May 2026 it publicised Fujian’s entries among the national 2025 metaverse typical cases, including NetDragon’s high-fidelity digital human tool and Migu Xinkong’s digital-avatar and original-IP digital humans.
