China Telecom AI (中电信人工智能科技（北京）有限公司), known as 天翼AI, was registered in Beijing in November 2023 and is the AI company of the China Telecom group. With China Telecom’s AI research institute TeleAI (中国电信人工智能研究院), a Shanghai branch of China Telecom, it develops the 星辰 (Xingchen) models.

It files the 中国电信语音生成算法-1 speech-generation model (网信算备110102359511101240067号, December 2024) and holds digital-human patents, among them methods for driving 2D digital humans (CN119962483A), generating digital-human video (CN119835489B) and classifying digital humans’ emotions (CN120316537A). With China Telecom’s Sichuan branch it created 苏琳, a 3D digital panda for tourism launched as TeleTrip–星辰文旅 with Aba Prefecture, Sichuan, as the pilot, and shown at the first China Digital Human Conference in 2024.
