China News Service (中国新闻社), the state news agency serving overseas Chinese, Hong Kong, Macao and Taiwan audiences, is a carrier of digital humans in its news output. On 23 September 2023, as the Hangzhou Asian Games opened, the agency launched Xinmei (新妹), an AIGC-built virtual digital anchor deployed across the new-media platforms of CNS, chinanews.com and its Zhejiang branch. Built for the density of Games coverage — reporters feed a script or audio and receive a presenter-fronted broadcast video — 新妹 fronted the agency’s daily-report, highlights and gold-medal-moment programs, with a likeness and voice the agency presented as indistinguishable from a person, framed explicitly as assisting rather than replacing its journalists.
The agency is a central news institution (中央主要新闻单位) headquartered at 12 Baiwanzhuang South Street in Beijing’s Xicheng district, led by Chen Lujun (陈陆军), with an operating registration at the Beijing market regulator dating to May 1992; its provincial branches register as separate institutional legal persons. Its technology subsidiary, Beijing Zhongxin Net Information Technology, runs the chinanews.com platforms, but the digital-anchor work is the agency’s own. The 数字主持人 lineage it joined runs back through Xinhua’s 新小微 and the provincial-broadcaster anchors its own coverage has catalogued.
