The China Cyber Civilization Conference (中国网络文明大会) has been staged annually since 2021 by the Cyberspace Administration of China and the Central Guidance Commission on Building Spiritual Civilization (中央文明办) together with the government of the host province. It rotates: Beijing 2021, Tianjin 2022, Xiamen 2023, Chengdu 2024, Hefei 2025, and Nanning, Guangxi on 19–20 May 2026. Neither city nor month is recorded as a property of the event for that reason.
It is the one event in this collection where digital humans appear primarily as a governance subject rather than as a product or a demonstration. The 2026 Nanning edition carried a dedicated subforum on artificial intelligence and cyber-civilisation construction covering technological evolution, development and safety governance, with Guangxi officials describing digital humans and intelligent creation tools as embedded in everyday online communication; commentary at the same edition raised concerns about the posthumous digital recreation of real people. Guangxi also used AI digital humans inside the conference’s own theory-dissemination forum, which is the pattern worth noting: the venue that debates the governance of synthetic presenters also uses them to present.
