China Culture Media Group (中国文化传媒集团有限公司) is a central state cultural enterprise formed in November 2009, administered by the Ministry of Culture and Tourism with the Ministry of Finance holding the State Council’s shareholding. It is registered at 56 Xinwenhua Street in Beijing’s Xicheng District — the same address as its subsidiary Zhongchuan Wenlu — with registered capital of 336.8 million yuan, and its licensed scope covers broadcast programme production, internet news information services, online cultural operations and commercial performances. Its English name is its own rather than a translation made here: the group publishes at ccmg.cn.

Its digital-human significance rests on a platform rather than a product. Since 2022 the group has run Cultural Tourism China Metaverse (文旅中国元宇宙), a digitalisation project implementing the ministry’s direction on new cultural-tourism formats. The stated aim is a single always-on, interoperable 3D space carrying digital-resource aggregation, digital assets, public services and operating standards for the culture-and-tourism sector. What launched under it includes a central city, a digital cultural-goods trading module, a blockchain called the China Culture and Tourism Chain (中国文旅链), and a mobile public-beta client. The group also hosts the Cultural Tourism China Metaverse Ecosystem Conference, whose second edition it convened in October 2023, and it is a co-organiser of the associated ecosystem alliance.

The group operates digital humans of its own rather than only carrying other people’s. It has a pair — 钟小传, male, and 钟小媒, female — presented as combining traditional cultural elements with contemporary design; independent coverage in February 2026 describes 钟小传 down to the moon-white Chinese-style jacket, the auspicious-cloud embroidery at the collar and the jade buttons. Its published work also includes digital-human interview programmes and digital-twin museums and galleries offering what it calls cloud-touring.

The reason to read this record beside its subsidiary’s is the Nüwa Plan (女娲计划), announced at that second ecosystem conference: a proposal to create one hundred digital human IPs drawn from Chinese cultural heritage and intended to carry Chinese stories abroad. The plan is Zhongchuan Wenlu’s, and Zhongchuan Wenlu is this group’s subsidiary, so the hundred-figure ambition and the platform they would live on belong to the same state enterprise.

Its industry position was recognised in July 2024, when the Cultural Tourism China Metaverse project was selected for the fourth China Press Industry Convergence Development Innovation Cases list. The group also publishes through China Culture Media Net (中国文化传媒网), which keeps its own verified Weibo account.
