The Beijing Municipal Science and Technology Commission (北京市科学技术委员会) is the Beijing municipal government’s science and technology authority, based at 16 Xizhimen South Street in Xicheng District. Its own website names it jointly with the Zhongguancun Science Park Administrative Committee (中关村科技园区管理委员会), and the two are commonly shortened to the Beijing Science and Technology Commission (北京市科委) and the Zhongguancun Administrative Committee (中关村管委会).
It sponsors the Zhongguancun International Frontier Technology Competition (中关村国际前沿科技大赛), whose eighth edition ran a track dedicated to AIGC digital humans. The “Challenger Cup” AIGC digital human competition opened on 25 March 2025 at the Zhongguancun Dongcheng Park roadshow centre, organised with the Zhongguancun High-Tech Industry Promotion Center, the Dongcheng park administration and the Dongcheng District science commission. Fourteen projects selected from a worldwide call pitched to an expert panel, and six companies were named to the track’s AIGC digital human TOP3 list. The tenth edition of the competition launched in August 2026 under the same sponsors.
In 2025 it co-issued, with the city’s publicity department, radio and television bureau and cultural heritage bureau among others, the Beijing Action Plan for Technology-Enabled Cultural Innovation (2025–2027) (《北京市科技赋能文化领域创新发展行动计划(2025-2027年)》), which calls for Web3.0 research and multimodal generative AI to make digital humans more interactive.
It also stands behind the International Center for Science & Technology Innovation (ICSTI, 国际科技创新中心), Beijing’s science-and-innovation portal at ncsti.gov.cn. The portal is filed under the Commission’s website registration (京ICP备05060936号-2), carries its policy documents and competition notices, and names the Beijing Office for the Construction of the Science and Technology Innovation Center (北京推进科技创新中心建设办公室) as sponsor under the central–municipal initiative to build Beijing into an international science and technology innovation centre. It publishes technical research on virtual humans, including a neural network for high-precision 3D facial keypoint detection by researchers affiliated with the centre, and lists Beijing’s designated digital-human bases, among them the Chaoyang Black Horse Digital Human Accelerator, named a Beijing Municipal Digital Human Base at the Global Digital Economy Conference in July 2022. Beijing’s Action Plan for Digital Human Industry Innovation and Development (2022–2025) cites the centre as an asset to draw on in building the sector’s technology systems and business models.
