The Beijing Municipal Bureau of Economy and Information Technology (北京市经济和信息化局) is the Beijing municipal government’s authority for industry and the information economy, based at Building 1, Courtyard 3, Liuzhuang Road in Tongzhou District. It also carries the name Beijing Radio Administration (北京市无线电管理局), and was formerly the Beijing Municipal Commission of Economy and Information Technology (北京市经济和信息化委员会).

In August 2022 it issued the Beijing Action Plan for Promoting Digital Human Industry Innovation and Development (2022–2025) (《北京市促进数字人产业创新发展行动计划(2022-2025年)》), released during that year’s Global Digital Economy Conference and reported as the first municipal policy in China dedicated to the digital human industry. The plan set targets for 2025 of a 50 billion yuan digital human industry in Beijing, one or two digital human companies with revenue above 5 billion yuan and ten above 1 billion, five or more shared technology platforms, twenty benchmark digital human applications in culture and tourism, finance and government services, and at least two dedicated digital human parks or bases. It gave each district a role: digital human infrastructure in Tongzhou, consumer applications at Daxing’s new-media base, exhibition settings at Shougang Park in Shijingshan, a creator economy in Fengtai, and in Chaoyang the Beijing Digital Human Base (北京市数字人基地). It also encourages government guidance funds to back digital human companies, and calls for copyright, design-patent and trademark protection for digital humans and an ethics arbitration mechanism.

With Chaoyang District it supported the industrial park that Chuangye Heima (创业黑马) built from 2022, described as China’s first dedicated digital human industrial park, which was designated the Beijing Digital Human Base and by late 2023 served more than 110 digital human companies.

It also uses digital humans itself. At the closing of the 2023 Global Digital Economy Conference on 7 July 2023 its director, Jiang Guangzhi (姜广智), appeared as a photorealistic digital replica of himself to present the conference’s results, reported as the first time the head of a Beijing municipal body had attended an international conference as a digital human. Its industrial tourism plan for 2025–2027, prepared with the city’s culture and tourism bureau, and its April 2026 action plan for an innovation service base for digital economy companies going abroad (2026–2028) were each launched with an explainer presented by a digital human.
