The Beijing Municipal Administration for Market Regulation (北京市市场监督管理局) is the Beijing government’s regulator for business registration, advertising, product quality and consumer protection, and has written digital humans into the city’s rules for selling to the public.
Its Beijing Livestream Commerce Compliance Guidelines (《北京市直播带货合规指引》), issued in August 2024 in four chapters and 31 articles, bring AI-generated virtual images within their scope and set duties for platforms, livestream-room operators, hosts and service agencies. In April 2026 it launched twelve themed business-scope packages for one-person AI companies on the city’s e-Window registration platform (北京市企业服务e窗通平台), among them one for digital human creation companies (OPC+数字人创作公司). In August 2026 it published a consumer guide to AI virtual livestream shopping, warning that a “perfect” host may be an AI virtual anchor and that AI-generated hosts must carry a continuous label such as “AI digital human anchor” (AI数字人主播) or “AI-synthesised” (人工智能合成).
